Later, I would find out that these pinwheels are for Mother's that lost a child in utero or had an abortion, and this is more or less symbolic baby cemetery ... 
Gardens for the unborn / miscarried / aborted children of Japan in which parents decorate a small statue and give gifts to "Jizo" the guardian spirit ensuring their child's peaceful passage into the afterlife ... More and more modern Japanese women don't want to be Mothers and get trapped in the traditionally subordinate, domestic LYFE !
